Government funded Valliant boiler installed for free but tradesman took away the copper tank to scrap

Just looking for some advice here please. As I say above, we were lucky enough to qualify for a free boiler installation funded by government grant but the tradesman insisted he HAD to take the old copper tank away as a government requirement or they wouldn't pay up for the job without proof of the old boiler and tank. At the time I went along with it, even though I had intended trying to sell it for scrap myself. Since then, I have also been told by a British Gas maintenance engineer that it looks doubtful that the original guy performed the powerflush which he said I NEEDED to pay for out of my own pocket BEFORE he could even fit the new boiler. Have I been ripped off by this guy TWICE??
