Nicotine droplets forming in bathroom and above windows

We moved into a house where the people before smoked heavily, where moisture forms (bathroom and above a couple of windows horrid yellow droplets form). Have sugar soaped, one coat emulsion, then two coats of special stain paints but alas they have formed again! Any advice please? Additional Sorry meant to say this was on the ceiling, and it's that bumpy textured ceiling!

I would recommend sanding down to bare plaster with very coarse sandpaper no less than p40 then two coats of oil based undercoat, face fill with easy fill rub down and two coats of emulsion.

In that case I would just undercoat twice with oil based undercoat

What may be the problem is that you have not left adequate drying time in between coats so the oil has just bled through again? A good oil based stain block should do the trick if left to dry through thoroughly.
