Shower mixer not working properly - either boiling hot or freezing cold

Now.. We moved to a new place and noticed that the shower wasn't working correctly. First thing is that the hot water comes from the cold water outlet and the cold water comes from the hot water outlet (as in when we turn the dial below 38°C it gets extremely hot and when we turn it above 38°C it gets freezing cold). The water doesn't mix at all, it's either those 2 options that we get. We live in house that is divided into 3 flats and I think there's just 1 boiler for all of us. We got the landlord to change the mixer but the pipes are still wrong inside (so we still get hot from the cold outlet and vice versa) though for a few days it was working and we could mix the water just fine with a bit of tweaking, but now it has gone back to the way it was, and it's either boiling hot or freezing cold. I don't know what it is and i don't understand what is going on. The boiler is in the flat upstairs and we are in the far end of the house and there is one more flat next to us. Can someone please help me or is this a lost cause if i don't get more details?
