Extending a bedroom over a flat roof utility room at the rear of the house

I live in a Victorian end of terrace, with a 3.5 foot by 7.5 foot utility room at the rear, which has a flat roof. I want to extend my back bedroom over this utility room. What considerations do I have. Do I need planning permission or building regs?

You will need to apply for both planning and building regs. It's best to get planning permission sorted first just in case it's either refused or you have to change the plan. You will need to be aware of how the new projection affects your neighbour (referred to as a 45 degree angle) and the total height. As it is an end terrace the planners are likely to look at the view from the road/boundary as well. This process takes 8 weeks on average and the fee is £172. If for whatever reason it is refused, then you can resubmit free of charge within 12 months with amended plans if possible, or use the appeals process with the planning inspectorate.
Building regs can be submitted either in the form of a building notice of a full plans submission. The fees for these vary between councils so contact your local authority.

I agree with answer given. I will add if planning is approved, then there will be a number of factors that will need looking at. Firstly, is the utility room built adequately and are the foundations deep and strong enough to take the extra weight? If not, this could end off being a quite costly project.
