Internal drain smells (like white spirit) - ground floor toilet and wash room

We have a 3 storey town house. The ground floor toilet and wash room emits smells intermittently. More often than not, the smell is like white spirit? I have asked my neighbours if anyone is putting something that would cause the smell down the drains and they all say no. What can it be and what are the solutions? The smell is only in the room.

The reason there is a trap on toilet fittings and basins and baths is to stop any odour from coming back up, hence the water in the trap acts as a barrier. There must be another angle to take to suss this, think outside of the box and take bath panel off or look under and beside things, maybe something spilled when you last painted, it sounds odd I know but could be the case.
