Poorly fitted, leaking roof on an extension

We bought a house in May 2013, which at the time looked perfect, the house was only 18 years old and there was a 5 year old extension above the garage, which is the master bedroom. Having just finished decorating the bedroom, we have now discovered a leak! Two roofers came out to quote and we were informed that the tiles going down the valley between the new roof and existing roof, were never embedded in the mortar correctly, so the mortar was crumbling away, water getting in, and leaking into the bedroom. One of the roofers came back to "fix" the roof, re-laying the tiles into the mortar. While they were up there, they told us that the pitch of the roof was too low and it really should have been laid as a flat roof and the timber beams have been laid horizontally across the roof instead of vertically so rain water is getting caught up, and then coming through the bedroom ceiling when there is a build-up of water. Surely they should have picked up on this when they came out to quote, and not mention it to us after the repairs to the mortar had been done? As a result, a week later, the leak is back!! Who is at fault here, the original builder, the recent roofer who hasn't addressed the problem, or us for not having an extensive survey carried out on the house when we bought it?!? Any suggestions or advice would be welcome. Thanks

Did your recent builders make any recommendations to you that their work would solve the rain penetration, did they offer a guarantee? It may be worth having a word with trading standards if the recent builder won't return. I would strongly recommend you involve a Chartered Building Surveyor before you do any more work on this roof, it can be money well spent.
