Bad smell in storage under stairs

I have recently bought a house, after we moved in i have noticed really bad smell in the lounge. We noticed that the smell comes from little storage under the stairs area that is behind sofa now. I have removed everything from inside, bleached walls, there was concrete floor so i plastered it again, I have painted the styorage about 4 times, there was kind of brown color coming through on the walls, nearly straight after painting. I have painted the wooden door to storage also few times, but it did not solve anything. I live in terrace house and the wall to storage is not external on other side of storage there are stairs... We also change all carpets... I am really getting depressed about this smell can not stand it anymore. I had even dehumidifier inside thinking it's damp.. It does not smell like damp at al and dehumidifier hardly collects any water , I think it smells like an old house..Anyone please help as I just dont know what to do anymore.

I would have the concrete up to have a look if it looks like its a fairly new floor, may be something buried below.
