Fitting skirting boards before laying down a floor leveller or not?

Hi, I really need some advice ASAP, please. We are getting a new kitchen including new flooring and skirting boards. My question is are the workers right to fit the skirting boards BEFORE laying down the floor leveller? It just seems odd to me. One more question, the workers are fitting the skirting boards upside down, as in the curved bit at the top of the skirting board is being fitted on the floor. I thought the curved bit stays at the top? They say this is because my floor is uneven and the floor curves upwards and merges into the wall rather than there being a straight, clean line. Needless to say it looks quite bad and odd. They also said there isn't a set way how a skirting board is fitted, and that the curved bit on a skirting board is there in case of floors like mine. I just feel like they should have chiselled the edges of my concrete floor, smoothed and evened it out before fitting the skirting? Are they just taking shortcuts or are they perfectly okay to do this? Thank you. Additional I have bought this up with the supervisor but he is also telling me that skirting boards can be used on either side, as in any side of the skirting board can be fitted to the wall. I'm confused, is he telling me the truth or just cutting a job short?

The levelling compound should be laid and allowed to set before the new skirting is fitted. Also the moulding on the skirting should be along the top line and not fitted against the floor - if your carpenter says it's because the floor is uneven, had they applied the latex first they wouldn't have that problem. I would question how experienced your tradesmen are. Additional reply - If they are using a dual purpose skirting - ie a different moulding profile on both faces - then it is classed as reversible and the carpenter will fix using the style which is closest to your existing but in either case the moulding should be along the top edge of the skirting not upside-down

Your builder or whatever he is,is talking crap.if your floor is to be levelled then it makes sense to do it first.also if you are having a wood or tile floor then this is laid BEFORE the skirting is fitted.finally you can get "dual" skirting which has a profile top and bottom but this is for personal preference and nothing to do with the level of the floor!! Someone who knows what they are doing can scribe skirting over an uneven floor and your bloke sounds clueless.
