Water not filling top header tank (expansion tank?)

We had to turn off the water outside our house to change ball cock thing on header tank as the overflow was running all the time. We had to tie up ball cock the day before to stop water pouring all the time. Since that time there is not enough cold water to the shower on ground floor. The pump keeps cutting in and out. I think the additional tank in the roof above header tank is not filling. Please could you advise how we could rectify this? Is there an air lock? Thank you.

It does sound like a airlock, sometimes if you turn the shower on and no water comes out, you can blow air up the shower hose to clear it .
