How effective is modern sound-deadening 'underlay'?

I am in the process of buying a first floor Victorian flat, which currently has carpet fitted throughout, and ideally I would like to have engineered wood or a good quality laminate put down. I haven't had sight of the lease yet but it occurs that some leases preclude the use of solid floors because of sound nuisance to the flat below. If this is the case, or just because I want to be considerate, can anyone tell me how effective modern sound-deadening 'underlay' is? Having looked on the net the jury is out as to whether it makes much/any difference. Thanks.

Proper Sound reducing underlay should do the job, need to make sure the edges of your laminate floor are also totally isolated from the walls; the product I am thinking of is very expensive and very very heavy. Those factors may deter your intentions I am afraid.
