Contractor is unable to paint part of my house externally as the electrical wires are too close to the property and are not sleeved. Who is responsible for this?

contact your local electricity supplier who will sleeve them for you, so that your painter may finish the painting.

Contact the Distribution Network Operator for your area and they will arrange for the open wire service cable to be temporarily sleeved.
