Insulation on top of suspended timber floor

Is it OK to put Knauf or similar insulation overlaid with chipboard on top of a suspended timber floor?

Only if the floor will hold the extra weight. You'll need structural advice. Potentially the floor could drop in the middle if it isn't strong enough. So get it checked by a professional.
