Heating 'off' but pipes around water tank are hot and making a noise

I have recently moved house and have a central heating/water heating system I'm not familiar with. There is a gas boiler downstairs and a hot water cistern upstairs. I have programmed the little digital display box with the times I want the heating and water to come on and off. A couple of days ago I realised that the boiler was running when it shouldn't be, so I turned the programming box from 'auto' to 'off' just in case I'd programmed it incorrectly. The water in the cistern has cooled to tepid now, but I am baffled because there are two pipes next to the cistern which are hot and making a noise (the electric immersion heater switch is definitely off). This morning I turned the programming box off completely at the wall switch and all has gone quiet. Can anyone shed any light on what might be going on? Obviously I want to be able to have the wall switch on and use the set programs but for now I've turned the box off as I'm concerned that whatever is heating the pipes might overheat.
