Electrician is not member of a Competent Person Scheme

The electrician our builder used has supplied us with his City and Guilds certs which are showing level 2 and level 3 testing. Our council are happy with this but also want a copy of his liability insurance. He works in a college maintenance dept so only does 4 or 5 jobs a year so does not belong to the trade bodies due the cost. The council are happy with his test results and his certs, is it usual to also insist on his insurance details?

Yes, as without them he is in effect working illegally! Remember it's your responsibility as the householder to comply with Part P of the building regulations. As the builder has hired a cowboy it puts you in a very difficult position and potentially you could be fined up to £5000 for non compliance with the regulations.
Competent persons schemes insist on insurance to join. Don't think it's illegal to work without it. Not a criminal offence anyway. If the council are happy with his results than that's fine. They are in effect the competent persons scheme. These schemes were set up to by pass the building control dept and regularly assess their electricians. Sounds ok to me. Edit. What they say goes so he needs insurance. However hypothetically, if you were to rewire your own house and do test results should you need insurance as well? Not sure about that. You could argue the point with them.
