Spurting water from mortar in cellar

Around 10 minutes after heavy rain starts, water comes spouting out of 3 places in our cellar. It is approx 1m from an external wall and is the party wall with our neighbour (terraced house). The worst place is 4/5 bricks up and a bucket has to be placed approx 30cm away from the wall to catch the water. After 15 minutes, it then stops even if rain continues. The mortar is very old and so we wondered if it is just a case of needing repointing? Would it be a bricklayer we need to come and look at it? Any advice appreciated!

It will need repointing but not before the cause of the problem has been fixed. You or your neighbour have a leak, you need to find and fix that first.

Cellars are prone to dampness. The only real way of preventing the active water pressure coming through is by tanking and damp roofing. This will cost an arm and a leg and unless you are going to use the cellar for a habitable area. You should just repoint and expect damp issues during wet weather.
