Water dripping from roof storage tank via gutter pipe into my garden

There is a small pipe that comes out at 90 degrees from my gutter on the roof at the back of my house. I've noticed that most of the houses on the street also have them. In the last two weeks water has started dripping and flowing out of this pipe, especially in the morning. This lasts for an hour or so and sometimes longer. Whenever I turn on the hot water taps, it stops almost immediately. I assume the water is coming from the storage tank in the attic. Does anyone know what's going on and what needs to be done? Thanks!

Hello, you need to get the ball valve washer replaced or a new ball valve, very simple job, post it as a plumbing job on this site.
