Should a screed level (in any case) be powdery on top?

We have just bought a new home and the contractors we hired to lay a laminate tile flooring (like kardine) are unable to get it to stick to the latex screed that the site contractors have left behind. Also they are very reluctant to lay any more screed on top.
Originally there was a harder surface down but after we raised concerns about a sandy bit of filling (apparently where they dug up a row of bricks from the foundations), I presume instead of digging it up they have covered the whole floor in this screed. With this screed you can run a key over it lightly and it gouges out very easily.
So basically I'm asking is this acceptable?
We have been through a lot to get to this point and now everything has been set back massively, we will have to wait for to speak to the site manager Monday and keeping fingers crossed they will bend over backwards to sort it.
Are you a tradesperson and able to answer this question?
Ok first thing
Your base floor is still drying so there will be a high moisture level in the floor
Screed that has been laid was more than likely was water based, so it will never dry as its pulling the moisture out of the sub floor, should have be a latex based screed laid
If you want this job done with no further problems do the following
Use ardutex N/a base screed this can be laid on to a wet and bad floor just have a good sweep and hover
Then paintable one coat DPM you should have one already but new concrete with take up to six months to dry so you will need a new one if you want the floor down or wait for the floor to dry, use ardutex again if you change suppliers your floor has no guarantee
Next you will need k11 top coat screed prima will be needed before you do this
Then once this is all done finally micro coat 500 feather finish
Then your floor can be laid
The last thing you need to do is sack who ever you have employed to do this job as if they don't know what needs to be done ie have they even checked he moisture levels in the floor before trying to lay the floor! really what are they doing touching it in the first place
Sorry to be blunt but this seems to be happening a lot at the moment! its not funny telling people that thousands of pounds worth of flooring needs to go in he bin due to a bad fitter that is not capable of doing vinyl floors or solid floors
