Do I need planning permission to convert flat dormer roof to pitched roof?

I want to replace the (poorly constructed, leaking and bowed) flat roof with a single pitched roof (gable style). I have submitted a planning query with my local council, some chap got back to me today and advised that planning would be required as it's a primary elevation and I should simply replace the flat roof. I have read all I can find regarding Permission and PD and found on planningportal.gov.uk "You do not normally need to apply for planning permission to re-roof your house or to insert roof lights or skylights. The permitted development rules allow for roof alterations without the need for planning permission, subject to the following limits and conditions: Any alteration to project no more than 150 millimetres from the existing roof plane. No alteration to be higher than the highest part of the roof. Side facing windows to be obscure-glazed; any opening to be 1.7m above the floor. The permitted development regime for solar panels has different limits on projections and in relation to protected areas." Can somebody elaborate on 150mm projection from the existing roof plane? I interpreted this as an outward projection / overhang. Am I misunderstanding something? Everything seems to fall with the PD rules. Thanks in advance

Hi, the information you have read relates to the roof of the house and not additions such as dormers. I presume that as you have been told it is because of a primary/principle elevation, then the dormer is either on the side or front of the house? This would be why you would need to apply, to help with the application make sure the new roof doesn't go above the existing ridge line and is as low as you can accommodate. The 150mm projection is as you have interpreted, it is to prevent people building things such as roof lights on projected structures (creating a dormer type window) rather than just sitting them within the existing roof line but doesn't relate to dormer windows. Dormer windows do have their own set of PD guidelines on the portal but it may take a bit of searching to find them. Louise UK Property Services

Converting your flat roof to a pitched roof does require planning permission, as any alteration that is higher than the highest part of the existing roof requires approval. Depending on why you want to replaces your roof also means that you have to comply with different rules.
