Silicone on every natural roof slate

I am considering buying a house by the sea in a high wind area and notice that all the natural slate roof tiles are siliconed (black silicone) ie the gap between the slate and at the bottom of the slates. Also every slate has a stainless steel hook. Has anyone got any idea why this is on the natural slate roof? Is there any downside to the roof being siliconed, or will the roof eventually have to be replaced?

Are you a tradesperson and able to answer this question?

Silicone is not the correct way to repair a slate. They should be secured with 50mm copper or galvanised clout nails

My only guess would be that the house was slated using the hook and spike system, which is a good system, but may in over-exposed areas cause movement and rattling in high winds. So, instead of taking off the slates and fixing them with copper nails, they chose to try and silicone the slates in place for better stability, The question is, who in their right might thinks this is a good solution? Answer, John Wayne.

Hook and spike slates and double nail each slate with 38mm copper nails for belt and braces.in my opinion Never use silicone!
