Do I need planning permission for moving kitchen to garage conversion?

Hi I'm thinking of moving my kitchen to the garage conversion that was done 5 years ago (not an extension to the house) and had planning permission to turn into living quarters. The waste pipe and water pipe is in the toilet that will be removed. Do I need planning permission for this as it looks straight forward (no gas or electric cable)?
Are you a tradesperson and able to answer this question?

With the detail you provided, I am sure that this does not fall under planning but the building regulations do apply on it. New kitchen will need new plumbing for the sink, new sockets, extractor fan etc
