Rotten long wood under the slide door

The brown paint is peeling off and the wood is in light grey but it feels "soft" rather than hard. There are long lines of crack and gaps. This is due to heavy rain over the last 15 years. Should I sand it down and remove all the paints and fill in the gaps/holes? How should I sand it down and what products should I use, and instruction how I should do it step by step please. I would like to prevent the wood going rotten and to make it solid.
Are you a tradesperson and able to answer this question?

Remove all loose and flaking paint and push a key or screwdriver into the soft area. If it goes in.....it's rotten!
Remove all very soft/rotten wood and treat with plenty of 'wet rot hardener'
Once dry, fill with 2 part wood filler and sand before painting.
I use P38 car body filler from Halfords. It's paintable, hard, sands easy and won't shrink.

It's rotten, replace it with hardwood and properly treat it. You will be there for ever, and it will probably be blown again by next spring. Good luck, Bob
