Cracked and flaking artex

Hello, I have a small amount of cracked and flaking artex in my house just outside the bathroom. It also looks as though the plasterboard has moved slightly in the corner creating a small gap where the ceiling meets the wall. The house is quite old so I am concerned about asbestos as it also looks as though at some point someone has patched up the plaster (most likely a foot coming through from the loft) I have tried to get advice without any joy, I was thinking of maybe just patching it up for now, but my neighbour (council tenant) told me when he moved in, the council had to come in to repair a hole and then ended up ripping down the whole ceiling due to asbestos concerns. Do I need to go to the same lengths? J
