Can my neighbour object to a single storey extension under the new Permitted Development rights?

Hi I recently put in planning permission for a single storey rear extension. My neighbour objected due to loss of light (amongst other things!). I was advised to resubmit under then new PD rules (up to 6m for a terrace house). The extension at the moment is up to the boundary but fulfils all PD criteria. As there is a neighbour consultation scheme, I'm assuming my neighbour will object again in the same way. Does this have as much weight as with full planning permission? Can they object if the planned work is all within the new (2013) PD rights? Any help would be really appreciated. Thanks

The new rules that have been introduced are not strictly 'permitted development'. It is what is referred to as a neighbourhood consultation process which the government are using to assess domestic development for the next three years and it doesn't guarantee you the right to build above and beyond the existing PD criteria. Your neighbours can object and your council can still refuse you the right to build providing it is all done within a time frame of approx 42 days. Still put the written proposal and plans in as it won't cost you anything and see what response you get. If you unfortunately still get a refusal then you will have to revert to the existing PD rules.

I’m pretty sure it comes under the 45 degree rule regarding light .
