Drilling holes in wall of 1900s tenement

In a tenement built around 1900, keep struggling when drilling holes. The cement of the wall turns to dust, and there seems to be a cavity in the wall where the hole plugs easily push through when trying to get the screw in (last occasion was above a door frame). Would there be any way to make any given hole safe to carry on using it? Any building material which could be used to strengthen the wall/hole? Thanks

If the wall is a cavity try using toggle bolts, they don't always work on old walls but worth a go.
