Can anyone change a power cord on a public household appliance?

I've been asked to replace a power cord on a hoover, it has a molded plug. I just wanted to know is it legal for me to do this? The hoover will be used by residents in a retirement home.

As the Electricity At Work regulations apply as it's a care home, it is legal for anyone who is competent (i.e. has suitable skills and knowledge) to carry out the repair. The Portable Appliance register for the care home should be updated and the appliance re-tested and re-labelled after the new power lead is fitted.

If it is damaged and you can change the entire length of the cord, then yes go ahead. Bear in mind that modifying the vacuum cleaner in this way will no doubt invalidate any remaining warranty on the appliance. You might also want to enquire whether the retirement home require a PAT certificate before you embark on the work.
