Damp on floor of chimney breast

My neighbour and me have had damp patches on the bottom of our chimney breast for years, now I have taken my gas fire out and the ground is soaking wet. We had a roofer out who says it's not coming down the chimney which means it must be coming up through the ground. The soil is so wet you can squeeze moisture out. Anyone got any ideas what it could be and where it's coming from? It's open ground. There used to be a parkray fire with back boiler. When we bought the house we took that out, we thought the back boiler had been leaking as the ground was wet underneath. There is a firebrick supported by 2 wooden blocks and it looks like the damp is coming through the blocks onto chimney breast also each corner of chimney breast. Just don't understand why the soil is wet in the first place.

If there is soil, then there's your answer, it's rising from the ground. Most chimney breast did not have a DPC installed. Install a DPC and carry out remedial works to replace the soil. Best advice is post the job on Mybuilder and let the experts deal with it, there are plenty on here.
