2000 bricks laid - material charge by builder for 2600?

Hope some experienced builders may offer some advice for me. I am close to completing the build on a rear house extension, the builder is hitting me for cost overrun on materials. He has shown me a receipt from his builders merchant for materials orders (although it is not a VAT invoice but states quotation on the top of it, so it could be for anything). On this document I notice two line items for the facing brick (london brick, buff, £0.65 ea+VAT) a quantity of 560 + 2100. All the brickwork is finished, I counted all the facing brick and counted 1/2 bricks as whole brick and came to just under 2000. I have questioned it with him and he saying that the document's correct and you need to allow for breakages, that's over £450 of breakages. What is an acceptable level? At his figure it's 30% scrap rate. I feel like I'm having my pockets pinched
