How long for a ceiling to dry out after a flood?

Hello, My heating system flooded through my living room ceiling back in February, the (falling off) lining paper was eventually pulled off completely about 7 weeks ago and the builder advised I should leave it another month to make sure it's properly dry. Surely it should be dry enough to redecorate after 4 months? what am I missing? Thank you in advance.

4 months is more than enough, provided your room is well ventilated.

Can be sorted now. If it's old lath and plaster open window put on humidifiers dry in a couple of week , unless still leaking.
