Base for laying concrete flags on soil

I've had a customer who wants me to flag her small lawn in her back garden. It's around 6m sq and have 24 2x2ft concrete flags which is enough. I have taken the top layer of grass off ready to put down my first layer. But I'm not sure what to put down. Compact the soil as much as I can, then a 3-4 inch layer of sand, then spots of mortar on each flag, corners and centre? Or a 4:1 mix of sand and cement base layer, then flags straight on top then sweep in a 3:1 mix after wetting the joints? Any help will be much appreciated. Thanks

You need to dig down 150mm, then put in 100mm type 1 mot hardcore, wacker it and then lay the paving on either sharp sand wackered and screeded or a 4:1 mix. Use a jointing compound such as geofix to finish the joints, its much easier and gives a cleaner finish.
