Order of cutting rafters, felting and tiling

I am doing complete new sloping roof as diy. I will be fitting 2 velux windows. Any one tell me is it best to felt and tile it, and then cut rafters, or is it better to cut rafters and then felt and tile it?

Are you a tradesperson and able to answer this question?

I would measure accurately and cut rafters and insert trimmers to openings so that you have minimal cuts on the tiles being fitted because cut tiles have less fixings and are likely or more prone to slipping.

Felt and batten the roof first. This will alow you an easier job when fitting the velux, for example, it may make your life easier to raise the velux a few inches/drop it to allow for easy tiling.
