Who is best to advise on converting a cupboard into a small bathroom

I am considering purchasing a property that would require a good amount of work. The biggest part of the work would be to convert a cupboard (I think around 1.5 meters wide and about 2.5 meters long) into a bathroom. I'm not sure who to contact for this kind of job - I'm guessing a plumber first to tell me if it is possible to get a bathroom in this area of the property, and a bathroom fitter, and likely someone who can plaster a few of the walls. I'm lost on who will be able to tell me if I need to apply for any planning permissions or if there are any regulations we will need to adhere to. Any help would be GREATLY appreciated!! The property is in Dundee, if that's of any extra help.

Any one of the trades you have mentioned can help supply you with a quote or you may want to look at a company that can do everything for you. They will be able to advise if it is possible to connect to the existing drain supply or whether you will have to a look at a different solution for drainage. You will only need to apply for planning permission if the property is listed but you will definitely need to apply for building regulations to certify the new drainage connections and this can be done under a building notice to either your local council or an approved inspector (the fees vary depending on where you live and who you apply to).
