Applying PVA membrane to existing tiles and overtiling floor tiles?

I have a tiled terrace that has a bedroom below it. The tiles have been laid incorporating "flexible grout" but the grouting cracks over the seasons and water ingresses into the bedroom. I have regrouted twice in 2 years getting the same result each time. Could I apply a PVA membrane to the existing tiles and lay new tiles directly over the old ones, offsetting the joint lines?

You could apply a waterproof membrane (homelux waterproof floor matting from topps tiles) over the surface (not PVA) and then re-tile over the top provided the structure can take the excess weight, the matting has a dual layer so it allows the floor under to expand and contract if need be (must be movement for cracking to appear) and keeps the top layer solid, hope this helps Sean

A pva membrane will not work, you need to lay a waterproof membrane onto old tiles which usually consists of fibreglass sheeting and latex liquid. Many good ones on the market, most tile retailers stock them. Regards, Dean
