Cost of plastering job after the event

I have asked my builder to plaster the walls in my property with one coat plaster because I wanted a white finish, possibly with a dead flat matt varnish (no painting). My builder is now trying to charge me 4 x the price as an extra, after the event, as he say's it has taken him 4 x longer to apply it, is this correct?
Are you a tradesperson and able to answer this question?

No 1 coat plastering is quicker but 2 coat plasterers are a better quality finish

One coat is a lot quicker with a rougher finish, although I find the plaster more expensive with less coverage, but nowhere near 4x as much.
