dispute over money owed from last year

I had some building work done last year and paid approx 65% but was not happy so didn't pay the outstanding balance. The builder came round to discuss the situation and left telling me he would be back in touch. I never heard from him again until yesterday when he contacted me saying I still owe him money and could I arrange to pay. Do I now need to pay even though it's been 12 months since I last spoke to him?
Are you a tradesperson and able to answer this question?

Hi Denzel,
This is a difficult one as you paid some money. Did you give the builder an opportunity to make good the work? That is always a good place to start. If you don't want him to do it then you have to tell him! Ultimately it depends what was written in your contract. I always give a written quote which effectively is a contract. Any changes should be put in writing. When the work is complete, get the quote out and look at what had been planned. This is a business agreement, whether its fitting a single socket or a full rewire it is exactly the same as Tesco buying 1 million tins of beans!!!
In your case I would say a sufficient amount of time has passed!! Keep notes of conversations/any paperwork in case of any further contact, but apart from that, chalk it to experience and try and follow some of my tips above!!
Remember there are good tradesman out there!!

Surely he would have sorted it by now if he was that worried!! Sounds like he has no work and is skint so wants to get some cash off you!!
