electric cooker socket

My contractor has hidden the socket behind a false panel, so the socket is not accessible. Is this legal?

No it is not complaint with BS7671:2008 wiring regulations and would be recorded as a C3 defect on any electrical inspection, as the wiring regulations require that the cooker isolator switch is readily accessible and that it can be quickly isolated in the event of an emergency and/or for mechanical maintenance/repair of the cooker.
If your contractor has issued a certificate for the work (and there should be two certs for this work as its in a kitchen!) its worth checking to see what comments he has put in the "Departures from Regulations" box.

Does your definition of not accessible mean you need tools to access it. Also do you mean the isolator or the outlet?
