Is it sensible to turn off radiators in a house apart from towel rails?

Previous house: In summer the gas heating was off but gas water heating was on. This caused the upstairs rads to be warm, so we turned them off except for the bathroom towel rad. Great solution! New house: With just the gas hot water on, no upstairs rad gets warm, therefore is it "safe" / sensible to turn off all rads in the house apart from two towel rails (we now have two bathrooms!) and run the central heating for maybe an hour a day in order to dry towels etc? My thoughts are it may put undue pressure on the pump or pipework (ignorance is bliss!) Thanks Andy

Provided the installation is correct, your proposal will not cause a problem. The boiler / pump only has to bypass via one radiator.
Incidentally you may be interested in a new system I recently designed and installed.
There were four bathrooms with eight towel radiators between them, I installed a separate a zone for these so that they worked independently of the rest of the central heating.
A solution for you might consider would be to get an electrician to add an element into your existing towel radiators so that they become in effect 'Dual Fuel'. This is not too costly and you would be able to utilise the electric elements in the towel rails via a timer / programmer for summer use.
