Un felted roof on cottage

Hello, we have a lovely cottage with an un felted roof. The loft space is open and boarded we intend to continue using the space for storage. The main problem we are having is the dust off the back of the tiles blows over everything and drops down through the loft hatch. So far no rain comes in. So what I would like to know... 1) is there a way of insualting or covering the roof from the inside without having to take off all the tiles and then lay felt? 2) is the spray on foam insualtion any good? will it let the roof breathe? 3) Can I put felt on from the inside lay loft insulation over the top and secure with batons? 4) if we do need to take all the tiles off to lay felt I have been told the I need planning permission. Is this the case? Thanks for the answers. Can I add another question please? I have been looking at Superquilt loft insulation can this be used with an unfelted roofs and what do you guys think of the product?

1. You can insulate your roof from the inside using a foil backed solid insulation between the beams. As long as you leave a 25mm air gap between the insulation and the tiles i.e. king span or similar. 2. Do not touch spray foam insulation with a barge pole - it will cost about the same as a stripe and relay but it stops your roof timbers being able to breathe, and makes any broken tiles impossible to replace and still get a seal in the roof. 3. You can if you like do this but it will never remain water tight. The only way you can get a waterproof roof is by removing the tiles and batons under felting replacing the batons then replacing the tiles. 4 Unless it is a listed building you do not require planning permission, you will however require building regulations. This is usually done by your contractor on a builders notice you will receive a couple of visits on removal of the roof covering so they can check the condition of the timbers and that the insulation is being upgraded. This will cost depending on the area of the country approx £200. You are required to upgrade your insulation in the loft space to current government specs which is 270mm, but have worked with building regs and installed king span between the beams to get the u.v. value up to current regs. Should you require any further information, just ask. Alex did try and use this stuff a few years back but building regs insisted that I also installed king span as it was not a proven insulation. it comes back to the basics that you cannot successfully waterproof a roof from the inside, and if its only the dust you want to stop just hang plastic sheeting, good luck

1) you can insulate from inside, but to felt in the correct way you would need to remove tiles and batten ( basically a re-roof ). 2) Just forget this option, then forget it some more. 3) the same as 1* 4) would presume not as long as the roof was put back to how it is now. 1 if you insulate it or not which rigid insulation boards arent cheap, you will still have to re-roof to have felt in the future 2 same as others total waste of time and wont be able to re-use tiles if possible as foam impossible to get of and make re-roofing job more expensive anyway 3 wouldnt waste time or money to do that as it wont seal anything 4 may only have to consult building regs if putting new tiles on for there permission but to re-roof with matching existing tiles or second hand ones they wont need to be notified but no planning permission as such will be required
