I have 15 year old UPC windows and blown glass. Should I attend to the glass. Or replace the windows

This depends on the condition of your pvcu windows, if they are in good order and have many years left in them then changing the glass would be the cheaper option.
If they are a bit tied and you was thinking of changing them in the next 3-4 years then brand new windows would be more cost effective.

New window are the option to go for if your finances allow you to.
You would save a lot on your heating bills as new frames including the glass are now rated .

If you have good frames then just upgrade the units, you can replace them with Argon filled A rated units that should keep your house warmer than before. Gaskets can be replaced if perished, hinges and locking strips can also be swapped out.
