Is re-cementing chimney pots worth doing to fix a leak, if the cause is unknown?

Hi, I have semi-detached house built in late 1920s, with a chimeny breast in the middle (shared with neighbour). I've got what appears to be a slow and small leak of water in the attic, coming from the top of the apex (and is slowly starting to rot the wood). So far I've had a roofer replace the soakers and flashing, added cowls to the top of the chimney's and sprayed with water-proofing spray around the stack... and still get some water coming in. The current theory seems to be that the water isn't a direct leak, but is general dampness coming in through the chimney further up, and is simply "escaping" into my house just under where the flashing is. The options then appear to be removing the stack altoegther (chimney's aren't in use), or getting it rebuilt with a lead plate put through the middle. As both of these are quit costly I'm wondering if it's worth completely re-doing the pointing on the stack and re-cementing in the chimeny pots, or whether thats simply not worth the cost? Both the pointing and cement appear to be in a good state. Thanks in advance for advice!
