RCD trips, even with mains on consumer unit turned off

My consumer unit has 2 rcds. One with 3 mcbs and the other with 2. The one with 2 mcbs has no issues and is currently still working. The one with 3 mcbs is tripping. It trips with all 3 mcbs switched off, and also still trips when the mains on the consumer unit is switched off. Is there any other explanation than a faulty rcd? I also disconnected the 3 circuits connected to it, and tested the resistance of each one. None of the neutral to ground resistances was below 1.1 Mohm. Is there anything else I can test?

Could guess all day and all night, call an electrician in who has a multifunction meter and knows what he is doing.

From the description given I would say the rcd modual is faulty given that it still trips with no circuits connected

The problem is most likely an electrical appliance causing the RCD to trip; the RCD is 'doing its job'; the RCD is removing the supply to an unsafe electrical circuit.

Very difficult to give an answer to this question. A test carried out using a multi function tester would find this fault and what's needed to replace or repair, however this needs doing by qualified electrician this should not be tried by a DIYer. Electricity kills.
