Can I seal up a bathroom vent ?

Being a terraced house, our bathroom has no windows. When we moved in, there was an extractor unit which did not work. We have since had the bathroom replaced, and got rid of the unit. The vent to the outside, which I presume goes up out through the roof, was left and covered with a vent grill. This provides some air flow in the bathroom, but when it is very wet, or the wind is blowing in a particular direction, we get rain and debris falling through into the bathroom, which makes a mess and ruins the paintwork. If we were to block this off, what would be the best way ? - Plastering over the vent (though I assume the water would then collect behind it) or would the vent have to be blocked off at the top end on the roof ? Any advice much appreciated.

Hi The best way would be to close it at the top end, as you already said it might collect water and the damage will get bigger than it is now
