Penetrating damp that can't be fixed

We have had this issue for 4 years now. We have water patches in a chimney recess that seemed to have spread onto the chimney itself and onto the ceiling. This is on the second floor. When it rains we get streaks of water running down the wall. During dry months these seem to dry out a little but never completely. We have had roofers and a damp specialist who have done a lot of work to the roof and outside wall over the course of 4 years. They are now saying its something that can't be fixed and they don't know whats causing it. We've been told our only option is to tank the walls. I'm concerned that this doesn't actually fix the leak and it might end up appearing on another wall, also as the ceiling is damp i'm a bit concerned about the floorboards in the loft rotting. Also it sounds incredibly expensive and as we've already spent a lot on trying to fix the issue I don't want to spend a massive amount of money on something that won't work. We are expecting our first child and now won't have a nursery ready in time and will be sleeping in rooms with damp walls :( Any advice would be very much appreciated as we are feeling very disheartened by it all after 4 years!

Is the house middle terrace or detached? Sounds like you need lead soaker / secret gutter and cover flashing detail if mid terrace and encapsulate the chimneystack and flauncing top, if detached I would address the lead work and install a dry verge system along the gable end roof. Tanking will increase the moisture into the floor joists which is a big no! I have 20 years experience with tanking and preservation treatments & surveying.
