Decorating is all about prep work, I would spend a decent amount of time before I touch any paint, lots of sanding and small filling is needed for a finish I would put on my portfolio. Painting cannot be rushed either and would allow full drying time and give a light sand inbetween coats. If the tile is to be placed directly on concrete, for example, it will crack or come loose. For wood, the ideal is to apply Ditra Matting with specific wood glue, but plaster walls have to use primer and painted walls have to use Grip Primer, otherwise there is a high chance of it coming loose over time.
