can i cut back a tree on the pavement

Hi can i cut back the branches of a tree that is on the pavement as it is overhanging on to my property and clugs up the guttering in spring. i have scoffolding on my property and can easily cut the branches back.

yes the law is any thing hanging over can be cut back
