i want to put a window in a small bathroom do i need permission ? and would i need to put a lintel in as its a flat roof

Best to ask your local planning department, its only a phone call away, I would think they will agree.
As for the lintol, although you might not need it, its always good practice to fit one.

your best bet is to phone your local building control office and have a word with them to see if they require you to get building regs approval.

Hi there
It is good practice to be safe than sorry so yes ring your local planning or pop down to see them, a lot of different critera is possible to whether you can or can not have the window.
BUT DEFFINATELY YES YOU WOULD NEED A LINTOL.

Depending on size and exact location permission may not be needed but a call wouldn't hurt.
I would definitely put lintel/catnick in
