Tiling Question

Tiling front door step

I currently have my front step tiled but the problem is that tiles have just been laid over the old coal hole and since the rain has been virtually non-stop there have been leaks into the cellar from the coal hole.
I am looking to take up the tiles and damp prrof the step before re-tiling with new quarry tiles.
I need to know what I can use to get the tiles to grip to visqueen. If I use double sided visqueen will I then be able to tile onto it?

Hi, You could use hardibacker board. A cement based board then tile over that,

you could stick down tanking first which is designed for wet rooms, that will keep the water out from where ever you want then you can tile over the top of it
