What is the best way to cut inspection hatches in solid wooden flooring? I need it to be a very neat job!

You will need a drop saw, festool is the best, set out your sizes cut up to your line, finish with hand saw and sharp chisel, sometimes its better to make a new hatch as it will be a neater fit, if not be very careful cutting out, glue the hatch to ply, put some suitable timber for hatch to sit on. some times people want flush handles rout them and to fit. and away you go.

You could use a multitool, made by Fein ,Erbauer or Bosch.
I have done them this way with good results.
No need for any other tools. The cut is only 1mm thick.
Still needs to be done with great care, so get a carpenter on it.
