Can insulation reduce noises?

people living in the flat above mine are using some machinery 24/7. the noise is like a car engine left running all the time. can insulation reduce the noise?
i will start by doing one room 13'* 13' Raffly six sides: ceilling, Floor, left, right and the other two sides. The reason i want to do the floor as well is because i live in a maisonette and the floor of the bedroom in the ground floor is the ceiling of the basement bedroom.
Please help and advise.

Your best option is to install a soundproof system. Put a suspended ceiling in with an inch or 2 gap from original to the new suspended ceiling, then insulate with 100 rockwall batt. Then double board with soundcheck plasterboard insuring all joints are filled with acoustic sealant and then finally plaster the ceiling. This will reduce the noise by 75%.
