Shower mixer tap not providing enough hot water

I have a regular (conventional) boiler system with a hot water cylinder. My shower mixer is on the first floor, and the hot water tank is also on that floor. When I use the shower for the first time in the day, the water takes a while to start flowing. Once it does, the shower never gets properly hot — even at the highest hot setting. The temperature is nowhere near as hot as the water I get from another tap in the house. Also, adjusting the temperature control on the mixer doesn’t give any fine control. It’s either a moderate/lukewarm temperature or it suddenly goes cold — I can’t get a proper hot setting. Hot water elsewhere in the house works fine, so the boiler and cylinder seem OK. What could be causing this issue with the shower mixer?

It very much sounds like the thermostatic valve is not operating properly or the cold water is stronger than the hot water and could be bypassing in the valve
