Problem with felt under tiles bowing/shrinking!

I have been told I need to spend £400 to have plastic trays fitted under the first row of tiles as the felt has bowed/shrunk/warn on a house which is 25-30 years old! Is this normal and the price correct for the work?

if its normal slaters felt it is recommended that you replace the felt every 20-25yrs ,felt support trays can be fitted to extend the life of the felt providing their are no other issues anywhere else .

I am currently fitting eaves protectors with bird stop to a two storey detached house and attached single storey extension for £900.

The cost depends on the access restrictions and type of coverings (some being easier to remove and re-fit than others.
